Labor has blasted the government's "blatantly political" decision to move Mike Rann from a high-profile diplomatic post in London to make way for Howard government minister Alexander Downer.

The former South Australian Labor premier will head to Rome as ambassador to Italy in May, as Mr Downer takes over as Australia's high commissioner in London.

Opposition foreign affairs spokeswoman Tanya Plibersek said Mr Rann's term was not due to expire for another 18 months and Foreign Minister Julie Bishop must explain the "abrupt" installation of Mr Downer.

There is definitely a need for a massive clean-out when Labor get back in. I would rather these jobs went to suitably-qualified members of the community at large, not politicians.

"The Abbott government kept its decision secret until after the March 2014 state election in South Australia," Ms Plibersek told AAP, adding to the wide criticism by Labor of the widely anticipated appointment.

Labor MP Bernie Ripoll accused the government of giving "jobs for the boys".

He pointed to the removal of former Labor premier Steve Bracks as consul-general in New York in favour of Howard government minister Nick Minchin as an example.

But the government said Mr Downer had proven his ability for the job.

Treasurer Joe Hockey said Mr Downer, as one of Australia's longest-serving foreign ministers, had shown how well he could handle challenges.

"And I think his clipped language will serve him well in London," he told reporters in Sydney on Monday.

Mr Hockey said moving Mr Rann to Rome was a case of "putting square pegs in the square holes".

Stephen Brady, former governor-general Quentin Bryce's secretary, has been appointed Australia's next ambassador to France.

Mr Brady will also have non-resident accreditation to Morocco, Monaco, Algeria and Mauritania and will assume his role in September.

So? Big Deal! So Rann moves to Rome. He can now learn Italian. Wink

Who the hell is Stephen Brady? Why is Abbott appointing him as Ambassador to France?

He is following in his Father's footsteps. He is the right person for the job of High Commissioner in Pommyland. Good luck to him.
