Ostensibly, the UN wants to put controls on the internet to the effect of filtering out racism, bigotry, xenophobia, homophobia, hate-speech, child pornography, etc.
Except for this last, the UN's real intention is to censor any 'free speech' that might disagree with their long-term agenda for a One World socialist government in which political correctness eliminates all competition and all instances of inequality.

People like Pat Condell are a burr under the saddle of the One Worlders who hate dissent of any kind. Regimentation a la North Korea is their ultimate goal ~ for a 'fairer and more equitable global civilisation', but of course.
Child pornography is against Australian law, as is beastiality. I'm sure only the degenerate few would miss the opportunity of seeing depictions of activity being broadcast on the internet. Hate speeches are consider against the law, on occasion, and should be monitored if there is a question of legality. Racism, bigotry, xenophobia, and homophobia can be considered against the law, but not necessarily so. Dependent on the context of content, I see no problem excluding this from the internet.
But I doubt Pat Condell is out to inadvertently bring about change in a way that is conducive for creating a one world society -- a world without borders. I have seen Condell's speeches, and I dare say that he is one to be excluded from having his views expressed. He has conducted himself in a very fair manner, and I see no incitement of violence being made from him, implied or otherwise.
Herbert, I think you are "fear-mongering". Go and see donincognito and give him a lesson on the definition of the word.
