But will it work? the do not call doesnt seem to.

MP Steve Georganas will introduce a private members bill in the lower house on Monday to establish the scheme, which would prohibit salespeople, such as energy and telecommunications retailers, from making marketing calls to residential and government addresses listed on a register.

Mr Georganas said the Do Not Knock Register was a logical extension of the Do Not Call Register and would safeguard the right of Australians to peace and privacy in their homes.

"The Do Not Call Register has been a very effective way to give every Australian the choice to opt out of telemarketing calls, so it makes sense to give people the choice not to be cold called at their front doors as well," he said.

"This doesn't stop the Girl Guides selling biscuits or the Salvation Army conducting their Red Shield Appeal but it does mean that you won't be hassled by a sales rep to sign up with a new energy company or for a new phone plan when you're trying to eat dinner or enjoy your Saturday morning."

Such a scheme would protect the elderly, people from non-English speaking backgrounds and people with disabilities who often find it hard refusing high pressure sales tactics of door-to-door sales people, Mr Georganas said.

"Constituents regularly come to me asking for help with enormous bills they have received after being pressured into signing up for a new service provider by a door-to-door salesperson, without really knowing all the details, or their cooling off rights."

The MP wants penalties of up to $1.1 million for salespeople and companies who visit an address listed on the register, through infringement notices, injunctions and civil penalties.
