We vicariously use the bobby-rule of

THE THREAD STARTER IS MODERATOR OF THE THREAD

?

If the thread is getting out of line according to THE THREAD STARTER he/she simply invokes the bobby-rule and all those who subscribe to the bobby-rule must help invoke it for that particular offending post, and each subsequent offending post by the offending poster.

I say that the truth of the matter is that the thread starter should be able to shape the conversation somehow.... BY ATLEAST BEING ABLE TO SAY SOMETHING WITH COMMUNITY SUPPORT AS HE/SHE STARTED THE THREAD AND SHOULD AFFORDED SOME TYPE OF POLITENESS IN ORDER TO MAKE THE TOPIC OF CONVERSATION WORTH STARTING, OTHERWISE THEY WON'T BOTHER!!
