Your answer is not relevant. Gillard made those comments i the circumstance that Barnaby will contest New England. Odds are that he will contest NE, because the other one is already held by the Nats anyway, and they won't give up their seat for him. Which is right, IMO, why contest a seat that the Coalition already owns?
so, basically according to your belief, every time the government decides to release a new policy that was mentioned during an election, BECAUSE the people couldn't vote with that knowledge, we now have to straight away go to a new general election? Bugger me...we'll be in electioneering mode every day of the year! All to keep the freaks happy... The democratic system works as it should: you get your vote each three years, and you make your vote based on who you want to represent you as an MP and in the senate.
After that is done, the government is formed to have a majority in the House of Reps. If they can, then government is formed for 3 years and they get the right to run an agenda.

I think that every time that a PM lies, then we should have the right to go to a new election. Otherwise, what's the point of promising policies when you're not going to follow through with them?
