Because in the brave new world of the moral relativist and the Left - unless you are attacking people with an axe, you do not get treated as a mentally ill person. Made for some interesting trips on suburban trains through low-cost suburbs with a high number of halfway houses, where schizophrenics and those with psychiatric disorders were relocated.
