The Victorian Liberal Party's crisis at the top has deepened with Andrea Coote quitting as the opposition's deputy upper house leader.

Ms Coote's resignation follows the departure two days ago of upper house leader Philip Davis.

She denied the decision was solely due to Mr Davis' departure and the party's plans to install the divisive figure David Davis (no relation to Philip) as his replacement.

Ms Coote was aligned with Philip Davis, who had been a strong critic of the party under Opposition Leader Ted Baillieu.

Mr Baillieu played down the significance of losing another member of his leadership team, saying the decision was Ms Coote's.
