Paris committed the sin of breaking the laws of ther country she was in and endangering lives. She is guilty, she did it. Althought being warned twice.
Initially it was everyones fault but hers. Her publicist admitted she adviced Paris incorrectly. Paris's said her signature on the suspension notice was of little significance as she "signs every bit of paper that comes her way." Next it was that she was too pretty for jail.
Today, she repented. She was guilty and it was dangerous to others she said. "I'm very sorry, and from now on I'm going to pay complete attention to everything. I'm sorry, and I did not do it on purpose at all."
Good on her for accepting her guilt and repenting. Who knows, she may become a celebrity for others to positively emulate.
For my part, she is not a criminal. I feel she is (was) immature and inconsiderate. Assuming her confession is genuine a jail sentence may not be helpful. Something like an ENORMOUS fine ($20,000,000) and a LONG period for good behaviour. Perhaps some charity work for others less fortunate than her. It would save society the money for her incarcaration, she has repented genuinely I believe, she will be under a longer period of "observation", she may well become a different person by giving to others, society would gain the $20,000,000.
