I think what he's saying is that the government is promoting organised crime now, and not white supremacy related terrorism, as the thing we should all be worried about.

Valkie believes in his (black) heart that there is no such thing as white supremacist/right-wing terrorism (despite the proof being handed to him dozens of times) and he mistakenly believes that the government believes that lie too.

So, as a way to get everybody to ignore Islamist terrorism (which Valkie mistakenly believes is the biggest threat to the western world), we are now being given the distraction of 'organised crime'.

I’m not suggesting for one moment that Anne Frank had an easy life. And I very much enjoyed that book she wrote about getting stuck in a cupboard. But ask yourself this: would she have got a publishing deal if she’d been black? I very much doubt it.
