The resolution directs “certain committees to continue their ongoing investigations as part of the existing House of Representatives inquiry into whether sufficient grounds exist for the House of Representatives to exercise its Constitutional power to impeach Donald John Trump, President of the United States of America, and for other purposes.” he resolution also gives the House Judiciary Committee the ability to report the articles of impeachment or any other recommendations to the full House of Representatives “as it deems proper.” Earlier Tuesday, before the release of the measure, top House Republicans wrote in a letter to Rules Committee Chairman Jim McGovern, saying that the House Democrats’ failure to post the text of the resolution 72 hours before a vote was in violation of House rules, CBS News reported. The House Rules Committee plans to “mark up” the bill on Wednesday before it is brought to the full House vote. The resolution text says that House Intelligence Committee Chairman Adam Schiff “shall designate an open hearing or hearings” to conduct a transparent investigation and both Republicans and Democrats will have “equal specified periods of longer than five minutes” to question any witnesses. House Republicans have been critical of the closed-door impeachment proceedings the past few weeks and even stormed a private meeting last Wednesday. “Voting members of Congress are being denied access from being able to see what’s happening behind these closed doors where they’re trying to impeach the president of the United States with a one-sided set of rules,” Rep. Steve Scalise of Louisiana said, according to Fox News, before the group of 30 lawmakers pushed their way inside. House Speaker Nancy Pelosi defended the impeachment proceedings and announced on Monday that there will be a vote on the floor on Thursday. “For weeks, the President, his Counsel in the White House, and his allies in Congress have made the baseless claim that the House of Representatives’ impeachment inquiry ‘lacks the necessary authorization for a valid impeachment proceeding,’” Pelosi wrote in a “Dear Democratic Colleague” letter. “They argue that, because the House has not taken a vote, they may simply pretend the impeachment inquiry does not exist. This argument has no merit.” According to ABC News, it is unclear whether Democrats will have enough votes to pass the resolution without the help of any Republicans. House Majority Leader Steny Hoyer, the Maryland Democrat who controls the House floor schedule, told reporters on Tuesday that he did not know if a vote would be taking place in two days. “We are going to have to consider whether or not it is ready to go on Thursday,” Hoyer said, according to the Washington Examiner. (Mark Wilson / Getty Images) By Randy DeSoto Published November 6, 2019 at 1:51pm Multiple media outlets pointed to a supplemental written testimony provided by U.S. Ambassador to the European Union Gordon Sondland as part of House Democrats’ impeachment inquiry as the highly sought after “quid pro quo” smoking gun that proves President Donald Trump demanded political dirt in exchange for sending Ukraine military aid. It does not. But before getting into any of that, it is helpful to remember a few key facts up front. First, the aid was released in mid-September. Second, Ukraine opened no investigation into former Vice President Joe Biden or his son, Hunter, before releasing the aid. Third, Trump mentioned no quid pro quo with Ukrainian President Volodymyr Zelensky during the July 25th call that led Democrats to launch the inquiry. Fourth, Ukraine was not aware its aid was being delayed until August, which of course makes for a bad attempt to allegedly seek a quid pro quo. And finally, Zelensky has stated on multiple occasions he did not feel pressured to open any investigations merely because Trump raised the subject. With these facts up front, let’s take a look at Sondland’s supplemental declaration. He wrote (see page 10): “[B]y the beginning of September 2019, and in the absence of any credible explanation for the suspension of aid, I presumed that the aid suspension had become linked to the proposed anti-corruption statement.” Do you catch that? He “presumed” the aid was linked to a “proposed anti-corruption statement.” Sondland had no firsthand knowledge. Trump mentioned to Zelensky during their July 25 call the need to address corruption in the country, and later in the conversation brought up the subject of then-Vice President Joe Biden demanding in 2016 that a Ukrainian prosecutor be fired in exchange for the release of $1 billion in U.S. aid. That prosecutor happened to have investigated Burisma Holdings, a natural gas company paying Biden’s son Hunter a reported $50,000 per month to sit on its board. Joe Biden’s demand was a clear quid pro quo. Sondland wrote in his supplemental testimony that he told Zelensky adviser Andriy Yermak that “resumption of U.S. aid would likely not occur until Ukraine provided the public anti-corruption statement that we had been discussing for many weeks.” Again, Sondland was saying he“presumed” and believed it “likely” the aid would not be released without an anti-corruption statement. As noted above, the aid was released and no public anti-corruption statement was made. Sondland testified before House Intelligence Committee Chairman Rep. Adam Schiff’s investigators (page 5) that he called Trump in September asking him, “What do you want from the Ukraine?” and the president responded, “I want no quid pro quo. I want Zelensky to do the right thing.” Nevertheless, multiple media outlets, including CNN, NPR, The New York Times and Politico seized on Sondland’s supplemental statement as a game-changer in Schiff’s inquiry. Politico called it an “explosive shift” in the investigation, while CNN labeled it a “significant reversal.” GOP Rep. Debbie Lesko of Arizona, who sits on the House Judiciary Committee, told The Western Journal that the law actually required Trump to address the issue of corruption before releasing aid to Ukraine or any other country. |

Hill offered a scathing portrayed of Steele during a deposition she gave as part of the Democratic-led impeachment inquiry of President Donald Trump. Hill said she was “shocked” to find out that Steele was the author of the dossier, in part because she had known him to “constantly try to drum up business.” The FBI relied heavily on Steele’s information for its investigation into possible Trump-Russia collusion. A former White House official who Democrats consider a key witness in their impeachment inquiry told lawmakers in October that she believed Russians likely planted disinformation about President Donald Trump with dossier author Christopher Steele. Fiona Hill, who served as the White House’s top adviser on Russia affairs until July, told lawmakers she was “shocked” to find out that Steele, a former MI6 officer, was the author of the dossier. That’s in large part because when she had met with Steele in the years leading up to his dossier work, he was “constantly try to drum up business.” Hill, who was deposed in the impeachment inquiry on Oct. 14, said Steele’s eagerness to obtain work made him vulnerable to Russian disinformation. “Because if you also think about it, the Russians would have an ax to grind against him given the job that he had previously. And if he started going back through his old contacts and asking about, that would be a perfect opportunity for people to feed some kind of misinformation,” said Hill, who was a scholar at the Brookings Institution until she joined the Trump administration. Hill said she was not aware of the dossier until a colleague showed it to her day before BuzzFeed published it on Jan. 10, 2017. When she read the report, Hill said she had “misgivings and concern that [Steele] could have been played.” “I almost fell over when I discovered that he was doing this report,” Hill said of Steele, who she said she worked with from 2006 to 2009, when she served as a national intelligence officer. Hill said she met most recently with Steele in 2016 and saw from those meetings that he “was clearly very interested in building up a client base.” “And this is why I was concerned about the Steele report because that is a vulnerability,” said Hill. “Christopher Steele going out and looking for information. Intelligence experts have told the Daily Caller News Foundation that they have long suspected that Steele was the victim of a Russian disinformation campaign. Attorney General William Barr testified on May 1 that he was “concerned” Russians snookered Steele and the FBI.
Michael Horowitz, the Justice Department inspector general, is expected to soon release a report of the FBI’s Russia investigation, including its handling of the dossier. In one exchange, Hill agreed with GOP Ohio Rep. Jim Jordan’s assessment that the dossier was a “rabbit hole.” “The way that the Russians operate is that they will use whatever conduit they can to put out information that is both real and credible but that also masks a great deal of disinformation,” she said, adding: “It’s very likely that the Russians planted disinformation in and among other information that may have been truthful, because that’s exactly, again, the way that they operate. And I think everyone should always be cognizant of that.” Steele, who operates a private intelligence firm in London, relied on sources and sub-sources he used from his days as an MI6 station chief operating in Moscow. Little is known about how Steele collected his information, which he laid out in a series of 17 memos published from June 20, 2016 to Dec. 13, 2016. The most salacious allegation is that the Russian government had a blackmail videotape of Trump with prostitutes in a Moscow hotel room in 2013. Steele said his sources said the Kremlin was using the video as leverage over Trump. There has been no evidence produced to date that the video exists or that Trump met with prostitutes during his Moscow trip. People who were with Trump during that visit have said he would have had very little time to carry out the alleged activities since he stayed overnight in Moscow for one night and was alone for only a few hours. Hill also said she believed the dossier amount to an attack on Trump. “The point that actually hasn’t come out and, again, why I’ve been very cross in the media, is that the president was attacked as well, because the Russians sought to discredit him,” she said. “There’s been a cloud over President Trump since the beginning of his presidency, and I think that’s exactly what the Russians intended,” she said later. Hill said she did not have knowledge of the dossier until a day before BuzzFeed published the explosive document on Jan. 10, 2017. But none of you tards care about that because you somehow think that attacking the whistleblower or his lawyer, triggering one of the more radical tards to kill them or their family will make all of this go away. In fact, Graham said, it’s “impossible” for it to get anywhere in the Senate. The committee is likely to hold additional hearings, though none have been scheduled yet. Democrats expect that the committee will wrap its work within two weeks and produce articles of impeachment. Just as the intelligence committee voted on the report today, the judiciary committee will have to vote to approve articles before presenting them to Congress. When will lawmakers vote on impeachment? Depending on how quickly the judiciary committee is able to wrap up, Congress could debate the articles and vote on them by 20 December, before their Christmas break. If multiple articles of impeachment are brought forth against Trump, representatives may vote on each separately. The president will be impeached as long as at least one article passes with a simple majority. Since Democrats hold a solid majority in the House, they should be able to pass the articles even if lawmakers vote strictly along party lines. |
