That is an idea which has been knocked around for a long time - like draining the Mediterranean - and not unexpected for Newt, a well-known crackpot.

Trump can do this in 24 hours with US nuclear power of the greatest military. Or maybe 1 week or several. A deal can be done in say three weeks with perfect phone calls. Could be a month. Or two.
