LOGICALLY...
An individual who [inherently] 'possesses' a criminal intent,
will tend to act in ways which 'express' that inherent criminal intent.
inherent = = existing in something as a permanent or essential attribute.ARGUMENT;Our LAW MAKERS [the political class]
possess the knowledge,
of how to disincentivise criminal acts, within a society of men.
