So if you were the Govt you'd kick 10,000 workers out on the street with no job
when they have their wives, families, mortgages etc to pay for?
Their lives would be destroyed through no fault of their own.
You wouldn't be popular for that either.

Also - a Casino is a magnet for tourism so the Govt would lose $billions on that too.

Sometimes a Govt has to be pragmatic and the solution can hurt too.
They could start by putting the corrupt bosses who were at the casino in jail.
