It suits China to use the UN and troll the West. It can profit from trade, bank and transport arrangements. And it ignores these when China is making the point that it's about equal to the US. More than that, the UN promotes Western values and China wants that role of dominance. Its only value is that China rules. So it's getting past use-by date to tell China to follow UN rules. It's acting just below the trigger for war but its trigger finger is itchy. It sees the UN becoming United China.
