At a guess. I would say life and us on this Planet is still in the Universe infancy.
The Universe is in an act of 'evolution' processes from its earlier 'simpler' beginnings.

What is the Universe aiming to achieve, if not life (like here) itself?

The universe is not aiming to do anything -
most of the universe is inhospitable to life -

life evolved here from random forces causing evolution.

This is why I think Life needs a complex setup like what Ocean-Earth has.

For starters, Venus & Mars will never (and have never) harbour Life in any shape or form as they don't have a proper size Moon to stimulate the pulsation of gravitational effect on their worlds to create 'change'.

Like Venus & Mars, all other Planets, Satellites, etc - all lack that first step that Ocean-Earth has with its moon.
Only the Dwarf-Binary system of Pluto-Charon comes close to creating change on both worlds.

Reckon the Galaxy is mostly full of 'sterile' unchanging planets as our Planet's complex setup would be a very rare thing indeed by the look of it so far.

The Mars Colonisation is just a revenue-making scheme for NASA. It could never succeed on Mars or kick-start a sustainable growth of Life on its surface (even with water, if found) - as it lacks a Heartbeat, let alone a Magnetic protection and more.

Mars once had an atmosphere and oceans of water
and a temperatures at the equator of around 20 degrees C.
long before the Earth had hospitable conditions for life.
The chances are that live on Earth started on Mars and came here via asteroids
flung off from Mars -
just microbes, but that's where life started.   ;)
