NOTE : It’s taken how many years for this incident to finally hit the news???

Six NSW police officials used two sets of handcuffs on a distressed 81-year-old woman battling dementia at her nursing home in Sydney, bodycam footage has revealed.

Rachel Grahame reportedly took a lanyard from a staff member at her Sydney nursing home in October 2020. Bodycam footage of police officials has revealed that the officers surrounded Grahame and handcuffed her late at night at St Basil’s aged care home in Randwick on 31 October 2020.

The crying and howling woman can be seen asking the officials why they are handcuffing her. Visibly in distress, she cries out to one of the officers and calls him a “big brute”.

The family of Grahame later sued the NSW police and the police settled the lawsuit in November 2021.

Now Rachel’s daughter, Emma Grahame has spoken publicly about the distressing incident. In an interview with the Guardian, she said: “It just showed me that the police have learned nothing from the actions that we took against them.”

Her comments come in the wake of revelations that police used a Taser on 95-year-old dementia patient, Clare Nowland in Cooma recently.

When QLD Cops have done the same within the same short time frame as this incident & the Cooma one .....

I might agree with you.

But from where I sit - with underworld corruption infecting the NSW cop force over decades ....

I'd say they're winners by a country mile.

Even including the Fitzgerald enquiry. ;D

And the fact the NSWPS were sued & paid out.

Is that not an admission of guilt & something they should have learned from?

When QLD Cops have done the same within the same short time frame as this incident & the Cooma one .....

I might agree with you.

But from where I sit - with underworld corruption infecting the NSW cop force over decades ....

I'd say they're winners by a country mile.

Even including the Fitzgerald enquiry. ;D


VicPol have always won the Gold Medal wrt underworld/corrupt infectious diseases. NSW Police only seem to come away with the Silver Medal.

there must be a way that training and testing
can sort the wheat from the chaff with the cops?

They need to simulate stressful situations and see how the trainees react.
They cops must make correct decisions under pressure
or they don't get to wear the badge or
perhaps they are only given a desk job as a clerk?
Some people can even have a high IQ but be hopeless under pressure.

NSW Cops: very good at keeping Rich people honest
                 - but the Poor 'Housos' exploit & are corrupt
VIC Cops: very good at keeping Poor (Bogans) people honest
                 - but the Rich exploit and are corrupt

SA Cops: break the Law and they'll sleep with your wife,
                    daughters, sisters, etc
QLD Cops:  break the Law and you'll have to pay $200 into
                    their personal pockets before you pass GO.

WA Cops: well they're just entirely corrupt whichever way
                    you look at it.
NT Cops:  well they'll just shoot you whichever way you
                    look at it.

....the worst Cops of all are the TASMANIAN COPS.

Every state police forcer needs to take note of these incidents because these will ultimately involve negative publicity and a lot of money 💰 to sort out (and I’m not just referring to the costs in conducting a thorough root cause analysis/cover up). Subsequent litigation expenses plus settlements easily mean millions of dollars will be incurred.

The underlying issues (as I see it) are as follows:

Effective and specific training in communicating and negotiating with elderly people ESP those locked in the scary and confusing world of dementia. Such training needs to be conducted ASAP and needs to involve employees within both police AND aged care facilities. Such training must also involve clear reporting guidelines and how to DE ESCALATE confrontations.

Revisiting health and safety protocols by sharing PRO ACTIVE principles so as to align how confrontations are dealt with will empower those who ultimately face situations where a dementia patient is armed for whatever reason.

I’m not professionally trained but even I know this much: You can’t reach an elderly person with dementia who is armed by screaming at them/ordering them. For starters people with dementia freeze and go into panic around loud noises. I’m tired of saying this but it helps to think of babies/toddlers. Do they handle loud noises and screaming? Of course NOT! They get distressed and break down crying not knowing WTF is going on and they need GENTLE reassurance. That means no screaming and no ordering. It HAS to be friendly and NOT loud AND you need to use simple sentences AND smile as friendly as possible because dementia patients READ faces (like babies/toddlers do).

Now the elderly women in these 2 cases involve:

1. A NSW elderly dementia patient armed with a lanyard.

2. An elderly lady in QLD who was holding a steak knife (and I bet it was around lunch or dinner time too).

There is no doubt in my mind that these 2 women honestly didn’t understand what was being ordered of them. And why. Elderly people with dementia are locked in a world where items TODAY hold intrinsic value which belongs to a part of their previous lifestyle. So for example : holding a steak knife would be a normal every day thing for a woman because that’s part and parcel of cooking and that’s probably what the elderly QLD was remembering.  A lanyard may well have been a visual reminder of a Centrelink or Medicare card.

What these confused and frightened sick elderly women DON’T need is this : inept, untrained cops who turn up to exacerbate their fear and confusion by terrorising them.

She is covered by more than one criteria in these rules/regs for taser use by NSW Police.

A Taser should not be used:

*for an investigative purpose i.e. the video and audio capability should be used only as part of normal deployment;

*near explosive or flammable materials;

*where there is a likelihood of significant secondary injuries such as from a fall;

*to coerce someone to move;

*against someone who is passively non-compliant (i.e. refusing to move or acting as a dead weight);

*to rouse someone who is unconscious, impaired or intoxicated;

*to target existing injury areas of a subject;

*as a crowd control measure;

*when the subject is holding a firearm;

*against a mental health patient solely to make them comply or submit to accepting medication or treatment.

In some circumstances, it should not be used unless there are exceptional circumstances. This includes against:

*someone in handcuffs;

*a female suspected of being pregnant,

*an elderly or disabled person;

*a child or an adult of small stature;

*someone in a vehicle or using machinery where there is a risk of the vehicle or machinery becoming out of control;

*a subject who is fleeing (Taser use should not be the sole reason for using a Taser);

*anyone for more than one 5-second period.

An ambulance must be called any time a Taser is used on a person.

If I can preempt Lisa's answer...

It proves that NSW police officers are insufficiently trained in
order to handle elderly, confused, and frightened people who
are experiencing some sort of mental and/or physical trauma.

It also demonstrates that these particular police were overly
aggressive, unnecessarily antagonistic, and callous in their
treatment of this physically frail woman.

Re the Clare Nowland incident, Emma Grahame has spoken about
the distressing incident. She said: "It just showed me that the police
have learned nothing from the actions that we took against them...
this is one of the reasons I am happy to go public now, to point out
that this is not the first time that this has happened".

I note that in the Grahame case, no police were suspended,
disciplined or dismissed from the force.   Hopefully that won't
happen in the Nowland case, but with the top cop, Webb, going to
ground, I can see the beginnings of a coverup already.

The family of a 95-year-old woman who died after allegedly being tasered by police has resolved a civil lawsuit against the state of New South Wales.

Great-grandmother Clare Nowland was allegedly tasered by Senior Constable Kristian White in her Cooma nursing home in May 2023.

She was left in a critical condition after falling and
fracturing her skull and died in hospital a week later.


Ms Nowland's family lodged a civil case against the state of NSW following her death.

Last month, the parties involved met privately as part of ongoing mediation and the case was adjourned to March 14 for a pre-trial conference, but the civil matter was closed on February 26.

In a statement the Nowland family said the case had been "discontinued on confidential terms".

"The estate and Nowland family will not be making any further comments at this time in view of the ongoing criminal proceedings involving Kristian White," the statement said.
