Not at all.  Territory governments have limited powers compared to States.  The ACT and NT euthanasia laws could be overturned by the Commonwealth. Such State law cannot.
The territories have a different constitutional status as they are not parties to the Federation. They are just big Local Governments with a little bit of extra but making sure they are not the same as the States.  That's  why half a million Tasmanians gave 10 senators while 400 thousand Canberrans have two.
The ACT Police is part of the AFP while State police forces are not. And so on.

For those days where it is windy or not, the smog would still hang around. But the point is that there would be fewer car exhaust fumes in the central district of Canberra and the high rises being enough to create wind breaks preventing the windiness to blow away the smog.

I was going to mention bushfire smoke in my last post. We had a burnoff over a week ago on our mountain. The smoke hung around for days after the fires were put out. But even if it was windy, the smoke would have lingered in town with high rise buildings and the Athelstane range creating wind breaks. Just lucky that the wind direction was heading north when they did the burn off.

I would say that the smog would still be around, even blowing slowly during the rush hour period. But there would still be plenty of people to breathe in the fumes when the cars are on the road in great numbers.

Yeah but we get lots of temperature inversions in winter leading to fog, we also get smog in winter in the valleys, evry place is different.
