Picture: Bianca De Marchi Federal Labor has recovered electoral ground in NSW but failed to reverse its decline in the key resource states of Queensland and Western Australia amid division within caucus over energy, mining and emissions targets. Exclusive analysis of Newspoll data averaged over the past three months shows Scott Morrison still commanding an election-winning lead nationally of 51 to 49 on a two-party-preferred basis. The Prime Minister also remains dominant across all mainland states, with record approval ratings of between 65 per cent in Victoria and 72 per cent in Queensland. The state-by-state and demographic breakdown shows the LNP surging ahead almost three points in Queensland to an unassailable lead of 59 to 41, with the Coalition also increasing its margin in WA by almost two points to 56 to 44. But Labor has reversed its position in NSW, with a primary vote of 37 per cent, leading to a 51-49 lead on a two-party-preferred basis. This represents a three-point gain since the election, which saw the Coalition record 51.78 per cent to 48.22. It has also consolidated its lead in Victoria, helped by Greens preferences, lifting almost three points on a two-party-preferred basis since the election to lead 56-44. The two parties remain almost deadlocked in South Australia. The demographic breakdown reveals Labor’s deeper problems with people of faith, which senior party members admitted was a significant issue that Labor had failed to address following last year’s election. Those identifying as Christian favour the Coalition by 52 per cent to 29 per cent, while those identifying as having no religion favour Labor 38 per cent to the Coalition’s 33 per cent. Mr Morrison’s popularity is strongest in Queensland, with a preferred prime minister rating of 64 per cent compared to Labor leader Anthony Albanese on a low of 22 per cent. Even in Victoria, where the Coalition trails by the largest margin, Mr Morrison leads 57 per cent to 27 per cent on this metric. Many female voters have yet to make up their minds about Mr Albanese, with more than a quarter uncommitted. Mr Albanese’s approval rating is also in negative territory in Queensland and WA. Support for the Coalition was strongest among male voters, at 44 per cent, compared to 39 per cent of female voters. Labor commanded only 33 per cent of the male vote and 35 per cent of the female vote. Scott Morrison’s popularity is strongest in Queensland, with a preferred prime minister rating of 64 per cent compared to Labor leader Anthony Albanese on a low of 22 per cent. The Coalition also leads across all income groups, including low-income earners and non-tertiary educated voters, technical and trades, and those with university-level education. The only age demographic group leaning more towards Labor was the 18 to 34-year-olds — 36 to 33 per cent in favour of the ALP — while the 35-49 age group was split between both parties. The Coalition was heavily weighted to the over 50s and over 65s. The quarterly analysis reveals an electoral divide between the two biggest states of NSW and Victoria and the heavyweight resource states of Queensland and WA. Labor is embroiled in a faction feud over energy policy and emissions targets, which Mr Albanese is struggling to shut down. It also reflects the influence of the Greens and One Nation. Labor’s two-party-preferred lead is assisted in Victoria where the Greens have the highest support — 14 per cent. The Coalition’s two-party-preferred lead in Queensland and WA is boosted by an 11 per cent primary vote for One Nation in the Sunshine State and 8 per cent in the west. He took a toy chainsaw along to his first shadow cabinet meeting, demonstrating he wasn’t afraid of the tools used by workers in forestry. It’s worth remembering Albanese’s clear-eyed view of the more aggressive members of the environmental movement in Australia, represented electorally by The Greens. It illustrates his understanding of the issues splashed across the front page of The Australian with a warning from Labor’s agriculture spokesman Joel Fitzgibbon the ALP could split into two parties. Fitzgibbon’s doom scenario, which he says wouldn’t happen during his political lifetime, is predicated on Labor’s struggle to reconcile its traditional work-with-your-hands base constituency with socially progressive voters. Photo: Getty/AAP The key point Fitzgibbon made in the No Limitations Podcast posted this week was that he was “very fearful about how the Labor Party will manage … (to) juggle these two electoral bases and I do fear that, it won’t be in my time, but the party might end up splitting”. Given political movements are always in danger of splitting or dissolving, and by Fitzgibbon’s assessment there was no imminent threat to Labor’s stability, it’s remarkable the frontbencher felt it necessary to make the claim. Fitzgibbon has become a standard-bearer for pro-mining, pro-development policies since he suffered a near-death electoral experience in the contest for his Hunter Valley electorate. His critique stands on the belief Labor has been pandering to its inner-city, progressive, pro-environment voter base at the expense of the more traditional ALP supporters in the outer suburban areas and the regions. It’s a tension that’s been apparent to Labor campaigners since the mid to late-1970s, following the trouncing of Gough Whitlam in 1975, and again two years later. This problem has been highlighted by the trade union movement for the past 40 years, with the most acute analysis coming from a CFMEU-commissioned report into the 2004 electoral defeat under Mark Latham. The union’s Michael O’Connor, who was threatened with expulsion during that campaign for backing Tasmanian timber workers, presented the Brompton Report which said the ALP’s expected and unambiguous defence of workers jobs and livelihoods had been “progressive, admired and respected” – but noted this was no longer the case. “What has changed over this period is the people running the Labor Party machine – the apparatchiks, advisers and politicians – are no longer attuned to the basic aspirations of honest working men and women but sing to a completely misguided (and electorally wrong) tune that seeks to appease the unappeasable,” the report said. Its stinging conclusion was that “a wealthy, inner-city elite” had a barely concealed contempt for workers from the bush and suburbs. Fitzgibbon’s response to his own brush with defeat and the kind of internal friction identified in the CFMEU report is to hoist the white flag to Coalition climate, energy and mining policies. He argues Labor has become “almost obsessive” about climate and should not pursue an ambitious and aggressive policy but simply ape the Coalition’s 2030 target which Fitzgibbon says would neutralise the issue. However, Fitzgibbon’s persistent and inflammatory statements have caused the main target of his critique, the Labor Environment Action Network, to dig in and push for even more “ambitious and courageous” targets – as advanced by the party’s energy spokesman Mark Butler this week. Fitzgibbon controversial comments also provoke the LNP in Queensland, where Labor was successfully wedged at the last election over coal mining in the regions, with the Adani prospect becoming a totemic issue. During the next two weeks of Parliament, the Coalition will push for a vote on an election pledge to back a recommissioned coal-fired power station in Collinsville in Central Queensland, hoping to wedge Labor in the Senate. There’s been three pre-conditions to win – a popular leader, a core set of policies we can count on one hand, and a climate that was right for what we were arguing for,’’ Mr Husic said. ‘‘We need to be mindful of that going into the next election, because we probably won’t be able to fund a broad policy agenda, given the way the pandemic has ravaged the economy.” Mr Husic still wants to see action on franking credits and negative gearing, which he said were ‘‘draining the economy’’, but said Labor might not win an election campaigning on those. ‘‘We tried ‘100 positive policies’, and we get mired in explaining these things when people are focused on the big picture – their health, their jobs,’’ he said. We think someone with messiah-like ability will just come along,’’ he said. ‘‘Leaders need to work on it. Anthony has been leader only a short amount of time. It took Kevin Rudd a while to build that popularity. Picture: Sean Davey After months of COVID-induced irrelevance Anthony Albanese and federal Labor sense a chance to at last get some political traction and dim the resurgent aura of Scott Morrison. In a historic day of parliamentary procedural changes that may herald a leap from 19th to 21st-century representation, it was still the Opposition Leader’s first chance to stand at the dispatch box in the House of Representatives, conveniently a social-distance sword length away from the Prime Minister, and prosecute his case on failures in aged care. Albanese is right; this is his chance to erode Morrison’s personal standing, which has recovered since the beginning of the coronavirus pandemic to record levels and lifted the Coalition to a winning position in the polls. It’s a legitimate approach from Labor and the public reaction could damage Morrison. But the danger for Labor is that it will obsessively concentrate on blaming the federal Coalition and avoid criticising state governments — as was the case with the Ruby Princess quarantine fiasco — and miss the point entirely. Picture: Kym Smith Morrison and the federal government have real questions to answer on aged care generally, and in Victoria specifically, but so does the Victorian Labor government. Slavishly attacking Morrison on particulars and avoiding any criticism of Daniel Andrews — as was the case with targeting Peter Dutton and excusing Gladys Berejiklian over the Ruby Princess — means Labor could miss a substantial hit on Morrison. Ironically, Morrison and the Victorian Labor Premier are watching each other’s back, not directly criticising the other and concentrating on dealing with the here and now rather than looking to apportion blame. Albanese and Labor want to apportion blame here and now, and just to Morrison. The deaths in NSW aged-care homes, in conjunction with the royal commission into aged care, raised the spectre of an extinction of the elderly in institutional care, which has become even more frightening in Victoria with more than 320 deaths in aged care. The COVID-19 pandemic is a shocking and accelerated confrontation with the reality of the shortcomings of institutional aged care, which have been there for decades. Albanese, correctly pursuing his role of holding the government to account and pointing to commonwealth responsibilities, is building the argument that aged care has been a Coalition failure for years, that Morrison was unprepared and even warnings from the NSW deaths and royal commission did not prevent Victorian deaths in aged care. It is an argument based on the commonwealth responsibility for regulation and funding of aged care and maintenance of clinical standards.
