Over the previous 800,000 years, CO2 concentrations varied between regular warm periods and colder glacial periods but were always lower than those of the past century. The last time atmospheric CO2 concentrations were the same or higher than present day was the Pliocene epoch, more than 2.3 million years ago, as determined from isotopes and organic molecule tracers in ocean sediments. Analysis of the ratio of carbon types, or isotopes, in measured CO2 confirms that the observed increase in atmospheric CO2 is the result of CO2 emissions from human activities such as the combustion of fossil fuels and industrial processes, and changes in land use and land cover.

1. The ionosphere is between 80km  and 600km above the earth. Well above where our weather occurs
2. HAARP only affects a tiny part of the ionosphere whereas the additional CO₂ spreads through out the atmosphere.
3. Even scientists are reluctant to blame global warming on specific weather events. Yet that exactly what HAARP conspiracy theorists are doing

That's called HEAT barny my boy.

Heat that is not cause by the sun or cosmic rays or any other natural means.

These types of experiments started (earliest I could find) back in 1971 Gordon et al.

But they used much smaller HAARPs than the current one the US military built.

The golden era was somewhere between 1990 and 2010 when it became fashionable to do this type of study again with much smaller HAARPs.

Today there are HAARPs of all shapes and size operating around the Earth, blasting the ionosphere with electromagnetic waves.

Now for the last 20 or so years we have been experiencing weird weather patterns and phenomenon.

It could be because the Earth has warmed slightly, since the little ice age.

But if I was a betting man I would put most of my money on humans and these types of experiments.
