Actually someone did warn the cops and the cops failed to use their perception and intuition correctly

The cops should have taken him aside and quizzed him, putting him on the back foot, to lesson the danger and possibly avert an attack

For the cops to feel they might get called islamophobes is just plain idiocy and completely unprofessional, accepting such a stupid label upon themselves is just putting innocent lives at risk. They are in the business of preventing terrorism, they have to wear the "islamophobe" badge anyway, because that's what they do, they fight Islamic terror ... that is, when they're not being chicken about it
