Netflix is so cheap that people won't bother going to any effort to scam it. They will just sign up. I'm not even sure it is a good idea for the company to pursue it, as they probably get a lot of new clients through account sharing.

Some people will break the rules, to save themselves some cash, others, will break the rules just because they can [or because they know someone who will help them do it].
