And all that is left is to build the Clean Coal Power Station in Nth Qld fed by good clean energy rich ADANI coal. Qld can keep the lights on.

The Turnbull govt has quietly axed 8 environmental conditions aimed at protecting vulnerable turtle species set to be affected by Adani's proposed $3 billion coal terminal expansion at Abbot Point in Queensland.

The move by the Env Dept, signed by minister Josh Frydenberg on May 10, also modified a 9th condition that required the Indian-owned miner spend $450,000 annually to implement a marine offsets strategy. Those funds will now go to the Reef Trust, possibly from a later date.

"The beaches at Abbot Point are important nesting sites for flatback turtles and the region is a high priority foraging habitat for green turtles," said Imogen Zethoven, a campaign director for the Australian Marine Conservation Society. "Both of these species are listed as vulnerable under federal and Queensland law."

Abbot Point's environment record was already under a cloud after coal sediment entered a nearby wetland and the company may have breached its temporarily elevated pollution limits during Cyclone Debbie in March.

The Terminal 0 expansion at Abbot Point is vital to service the $16 billion-plus Carmichael coal mine Adani hopes to build - with eager federal and state Labor backing- in the Galilee Basin.

At its approval in 2013 by the Abbott government, then env minister Greg Hunt declared the 95 conditions to be "some of the strictest" in Australian history. These included controls on feral pigs and dogs as part of a turtle plan and the offsets strategy to be reviewed every three years - both conditions now cut.

A spokesman for Mr Frydenberg said that description "is still accurate", with offset liability unchanged and projects that will focus on the same protection issues.

"This change is consistent with the government's 2013 election commitment to establish the Reef Trust and enable it to deliver offsets on behalf of [the Env Prot and Biodiversity Conservation] Act proponents." he said.

Opponents of the port expansion and mine say the changed conditions add to a lengthening list of concessions by the governments of Turnbull and Palaszczuk.

These include unlimited groundwater rights, a possible federal loan of some $1 billion to link the mine and port, and a potential $320 million royalties holiday expected to be discussed at a state cabinet meeting on Monday.

Abbot Point's proposed terminal 0 in Queensland would serve the company's giant Carmichael mine if it gets built.

'Their request'
An Adani spokesman said the EPBC amendments had been at the government's "request and direction" to align conditions with the Reef Trust.

"The new condition is not an easing of requirements," he said. "The same payment amount is required, for the same period and for the same purpose.

But Larissa Waters, the deputy Greens leader, said "the gifts for this billionaire company from Labor and the Liberals keep stacking up".

"Will any future breach of conditions be simply excused and waved through?", Sen Waters said. "Cutting out huge chunks out of Adani's conditions makes a mockery of Lib and Labor claims that this project is governed by 'strict' conditions."

Tony Burke, Labor's federal env minister, said minister Frydenberg "really needs to explain this one".

"If there has been any weakening of conditions [under the EPBC Act], I don't see how that could be justified," Mr Burke said. "How is it possible for conditions affecting turtles and the Great Barrier Reef to be weakened during a time when the health of the reef has only declined?"

Offsets offside
The Qld govt is expected to finalise soon its own report into Abbot Point's handling of pollution during the cyclone, a category-4 storm the company has described as a one-in-500-year event.

Ms Zethoven said the whole concept of offsets was itself against the World Heritage convention that Australia had signed up for.

The convention states government are supposed to protect or improve sites, she said. It doesn't say "you can damage here provided you substitute over there".

WHYALLA steelmaker Arrium has been given a major boost after inking a $73 million contract with an Indian mining company to supply 800km of rail line.

Arrium has been in the hands of administrator Kor daMentha for over a year.

It will supply 56,000 tonnes to build a double-tracked rail line over two and a half years.

The deal, to be announced in Whyalla on Thursday, is a signed undertaking to give Arrium Steel the monopoly to supply the material for a double-tracked rail link between Adani’s Queensland Carmichael mine site and a port at Abbot Point.

It’s a huge boost for debt-laden Arrium, which employs over 3000 people in Whyalla, with administrator KordaMentha involved in the final stages of sales process of some of its assets. Adani said the deal was not dependant on whether it secured a $1 billion loan from the Federal Government Northern Australia Infrastructure Fund to build the railway.

Gautam Adani, the boss of the giant Indian conglomerate, has told Prime Minister Malcolm Turnbull the company would be applying for the loan to build the railway to link the $21 billion line to the port.

A number of Federal Government representatives will attend Thursday’s announcement, including Nationals’ leader Barnaby Joyce and Minister for Resources Matthew Canavan.

They will be joined by local state MP Eddie Hughes and KordaMentha executives, including Mark Mentha.

The Adani project has been a contentious one, with Westpac recently ruling out funding the project.

The State Government has previously committed to a grant of $50 million for a capital upgrade of the aged steelworks, while Canberra offered a $49.2 million loan.

This week, Arrium announced that 44 new jobs had been created in the steelworks’ rolling mill courtesy of an increase in demand, which has come about due to stricter government controls on the importation of steel products and the Federal Government rail projects.

Liberty House and Posco remain in the race to purchase Arrium.

A tentative date of June 30 has been flagged for the completion of the sale, which includes a number of East Coast based operations.

Westpac is unlikely to fund Adani mine

On Wednesday, Minister for Resources and Northern Australia Matt Canavan implored Federal Labor leader Bill Shorten and his Queensland counterpart Annastacia Palaszczuk to keep an open mind on coal-fired power stations.

His comments came after the Gladstone Regional Council wrote to Prime Minister Malcolm Turnbull to express support for a coal-fired power station be built in Gladstone.

“I am calling on Bill Shorten and Annastacia Palaszczuk to defy their Canberra coalition partners, the Greens, and listen to regional Queenslanders,” Mr Canavan said.

The Adani announcement follows last year’s fast-tracking by the Federal Government of the Adelaide-Tarcoola rail line.

Both projects are worth roughly the same in monetary terms and it is understood the Adani project would be completed over two-plus years, providing a strong pipeline of work.

When the Fairfax proselytisers, the Guardian do-gooders, the ABC inner-city trendies and a grab-bag of leftie greens all join with the tax-payer subsidised Australian Conservation Foundation and its equally ‘charitable’ associates, to fight the good fight against coal in general (and Queensland’s Indian-owned Adani proposed mine in particular), facts come a bad second to sanctimony.

The Sydney Morning Herald laid its Easter egg with an editorial damning the Adani project about which Prime Minister Turnbull had just assured Indian PM Modi (and Modi’s close friend Gautam Adani) of his government’s support and that some minor legislative problems would be fixed.

This was for a project that all major political parties endorse as in the national interest – apart from some blatantly political reservations from Bill Shorten on the rail link.

According to the SMH, Adani’s $16 billion Carmichael project is ‘A bad idea with foreseeable bad consequences that may yet prove unstoppable…

It would be yet another piece of embarrassing climate change denialism that sets us apart from more forward thinking nations, including China and India, that are walking away from coal in favour of renewables’.

Naturally, the SMH did not mention that in order to lower emissions, both China and India are busily installing the very High Efficiency Low Emission coal-fired power stations that Australia has shunned for its risky rush to over-reliance on renewables to our huge economic cost.

China has the world’s highest deployment of this HELE technology, with its existing 579 generators to be supplemented by another 575 planned or under construction. And India intends to add 395 to its existing 49 HELE plants, many of which would hopefully be burning higher quality lower polluting Adani Carmichael coal than India currently uses.

As PM Turnbull said in his joint press conference last week with PM Modi, ‘We’re pleased to be providing India with quantities of high quality coal for steelmaking and increasingly for power generation with advanced supercritical technology’.

The ABC’s consistent anti-Adani line, involves giving plenty of airtime to whatever is the latest activist stunt aimed at blocking the mine.

Last week it was a spurious claim from a repeatedly used environmental lawyer that the independent directors of the North Australia Infrastructure Facility would be in breach of their duties if they agreed to grant a concessional $900 million loan to build the $1.8 billion 390 kilometer rail link from mine to port (conditional on the line being made available to any other mines in the basin).

Then a report on India’s plans to increase renewable energy was described as ‘raising doubts about the Indian-owned Adani mine’.

And the ABC has run allegations of conflict of interest, of involvement in overseas pollution and questions of illegality and tax dodging.

Last week the chairman of the Minerals Council of Australia, Vanessa Guthrie, became the government’s (but not the selection panel’s) pick to be appointed an ABC Commissioner; she faces an uphill battle to get a fair go on the ABC for mining – and especially coal.

But the daddy of them all was last week’s front page of the SMH with the fake news from the tax-deductible ACF jointly with the similarly subsidised Australian Marine Conservation Society involving photographs purporting to show that Adani had caused coal dust pollution on beaches near its Abbott Point terminal.

It was not coal, but the naturally-occurring mineral sand magnetite. The MCS admits it never verified the presence of coal on the beach.

These are among the many ‘charitable’ organisations whose tax deductible donations are used to campaign against government-approved infrastructure programs.

And the Townsville Bulletin revealed this month that the Queensland Labor government granted $600,000 to a green activist legal group behind ‘countless court actions’ against the Adani coal development – that the Qld government strongly supports.

Did the ACF spend tax-deductible donations to send a group to India ‘to tell Adani that Australians don’t want this coal mine and will continue to fight it tooth and nail’?

These lawfare warriors will be funding their fight against government-approved major projects by courtesy of tax deductions that effectively add to the tax burden of the rest of us.

I'd be careful of stomping people in Queenslund - plenty of unregistered firearms out there...

One of my book projects is Austrochine - plot is the Chinese boss of a farming complex is murdered, with many suspects (not unusual).... and it then leads us into the serious issues of loss of Australian sovereignty and ownership of self........

Just saying.... maybe I could do it as Indochine... with an Indian mining boss murdered and a heap of suspects...

Giant Indian conglomerate Adani has cancelled a crucial final investment decision on its $16.5 billion Queensland mine after Labor’s left faction revolted against Premier Annastacia Palaszczuk on a royalties deal.

After years of negotiations and government approvals, Adani last night indefinitely postponed a board meeting scheduled for next Monday in India, blaming the delay on the failure of Ms Palaszczuk’s divided cabinet to decide on royalties.

A politically wounded Ms Palaszczuk was last night accused of allowing a factional stoush — led by Deputy Premier and left faction leader Jackie Trad — to undermine her leadership and threaten the 10,000 jobs, direct and indirect, which Adani claims would flow from the controversial Galilee Basin mine.

The split in Labor is deep, with federal Labor leader Bill Shorten opposing a low-interest taxpayer loan of up to $1bn from the federal government’s Northern Australia Infrastructure Facility for the project’s 800km rail line.

There are concerns the delay also risks a lifeline to Arrium’s struggling South Australian steelworks, from which Adani said it would source steel for its rail line.

A royalties concession or deferral for Adani — worth up to $320m — was expected to be decided at yesterday’s cabinet meeting. But Ms Trad came out publicly beforehand and declared any “royalties holiday” for Adani would break Labor’s election pledge of no taxpayer subsidies for the mine. Cabinet’s expected decision on a royalties arrangement with Adani was discussed and deferred.

The Australian understands Adani will not make a final investment decision until Ms Palaszczuk, a member of the right faction, can deliver certainty, while she, Ms Trad and Treasurer Curtis Pitt negotiate a solution palatable to Labor’s factions.

It is understood some left ministers would be willing to back a royalties deal as long as Adani agreed to ramp-up royalty payments in the project’s early years, rather than towards the end of its lifespan.

The proposed mine has a forecast 60-year life, which Adani estimates would generate $22bn in mining taxes and royalties in the mine’s first three decades.

Last night a spokesman for Ms Palaszczuk said the “timing of Adani meetings is a matter for Adani”.

“The government wants a standard approach across the Galilee and Surat basins and the north-west minerals province to give certainty for all proponents and ensure they pay all royalties they owe,” he said.

Liberal National Party leader Tim Nicholls accused the minority government of putting in “serious jeopardy” the future of the Carmichael mine, because of the ongoing “Palaszczuk v Trad” battle.

“This inaction from Annastacia Palaszczuk has cost Queenslanders thousands of jobs and billions of dollars of much-needed investment and royalties,” Mr Nicholls said. “Today was a test of Annastacia Palaszczuk’s leadership — and she failed.”

“Labor has strung Adani along for two years (since the election) and have now pulled the rug from under them just days before the investment decision.”

Some senior Labor strategists acknowledge the internal party strife over Adani will hurt the party in regional Queensland state seats where Pauline Hanson’s One Nation is a growing threat.

Activist group GetUp!— which has campaigned hard against the Adani project — yesterday celebrated Ms Trad’s declaration that no royalties holiday would be given to the Indian company, while the Labor Environment Action Network also took credit for pressing ALP members to lobby Ms Palaszczuk on the issue.

Townsville Mayor and ALP member Jenny Hill, who travelled to India with Ms Palaszczuk to meet Adani recently and has been promised her city will be a base for some of Adani’s operations, was last night exasperated by the delay.

“We’ve got over 12 per cent unemployment, youth unemployment is one of the highest in the country; it’s causing social issues and we’re losing people south,” Ms Hill said.

“Adani would deliver at least 800 jobs in terms of its mining operations, and more from fly-in, fly-out … there’s a major benefit for Queensland through royalties and GST that comes back to the Queensland people.”

Indian energy giant Adani is planning to supply lower quality coal with high ash content to non-premium markets like India from its controversy-hit Carmichael coal and mine project in australia's Queensland state, according to a media report today.

"The Carmichael mine will produce two coal products:
Product one, a low ash and moderate energy product most suitable for Asian premium markets, and
Product two, a high ash or lower energy product most suitable for non premium markets, in particular India," ABC news quoted an extract from a sworn evidence to the Land Court in Queensland.

However, Adani Australia has clarified on its facebook page today that in terms of quality of the coal it is almost 50 per cent better than used domestically.

Last week in Brisbane, Adani Australia's CEO Jeyakumar Janakara also told a forum that "the thing about Carmichael is, it will reduce the carbon footprint of existing [Indian] plants, which are using Indonesian or Indian coal today, by say 30 to 40 per cent".

Australian Resources Minister Matt Canavan had earlier said, "if Australia fails to supply India with coal from Queensland, they will get that coal elsewhere, which they're doing right now".

He said that while the coal product was of lower quality as compared to Australian benchmarks for energy contents and ash contents but "certainly the coal India uses, and they're a large coal producer in their own right, is much, much lower quality".

"Coal product is not the highest quality coal in Australia, but it was still much much higher than the coal quality in India," Canavan was quoted as saying by ABC news.

"Indian coal typically is around 3,000 kilocalories a kilogram, whereas the Galilee Basin coal roughly averages around the 5,000 mark, and that means that for every unit of every kilogram or tonne of coal you burn, you'll get more power for it, lower carbon emissions, that's a good thing for the environment," the minister explained.

"The Queensland Supreme Court itself also made the point that the Adani Carmichael coal mine itself won't increase greenhouse gas emissions, if it displaces coal from other sources," the resource minister said, adding "That's exactly what it will do, because India will get coal from somewhere, [and] as I say, their own coal is generally lower quality than ours".

Company chairman Gautam Adani recently said that the final approvals from the Australian government could be by May or June, after which construction could begin.

The project involves dredging 1.1 million cubic meters of spoil near the iconic Great Barrier Reef Marine Park, which will then be disposed off on land.

New Delhi, Apr 3 Adani group today signed a pact to look at the possibility of building a new multi-purpose port mainly for handling containers at Carey Island in Malaysia.

Adani Ports signed a memorandum of understanding with Malaysia's MMC Ports to do feasibility study of the Carey Island Port Project as an extension of Port Klang, currently the 11th busiest container port in the world.

Also, the two will collaborate with Sime Darby Property, the property arm of Sime Darby Berhad, one of South East Asia's largest conglomerates, to study the feasibility of developing an integrated maritime city which will support the new port.

"Adani Ports and Special Economic Zone Ltd (APSEZ), India's biggest private port operating firm, will begin a feasibility study on building a greenfield multi-purpose port mainly for handling containers at Carey Island in Malaysia's Selangor state, about 50 km southwest of capital Kuala Lumpur," a company statement said.

MMC Port Holdings Sdn Bhd is a wholly-owned unit of MMC Corporation Berhad (MMC), one of Malaysia's top utilities and infrastructure group with diversified businesses ranging from ports and logistics, energy and utilities and engineering and construction.

The MoU was signed by Che Khalib Mohamad Noh, Director of MMC Ports, Jauhari Hamidi, Managing Director of Sime Darby Property and APSEZ's President of Business Development Sandeep Mehta.

Apart from developing and running India's biggest private port located at Mundra in Gujarat, APSEZ is also the country's biggest container handler outside state control. Yeah, low quality coal they have no customers for, nor finance. Why spend all that taxpayers money, drain the GAB and risk the GBR for a venture that will never be able to stand on its own two feet?

10,000 jobs is a furphy, even Adani admits that, lucky to get 1000. And these jobs could be lost, along with all the taxpayers’ money ploughed into it as the demand and price for coal declines further. Adani do not have enough customers for their coal.

A few years ago, as Aussie can attest, I travelled to Gladstone, Qld then drove with my mate there to Emerald and on to the gemfields. The road travels along the railway line from the coalfields. There was hardly any time that we were not in sight of a coal train. A couple years later I did the same trip, I counted the number of coal trains we saw: just 12.

Coal has had its heyday.

The end of Australian thermal coal? Not likely

China is bringing in new regulations to raise the quality threshold for imported coal, and many are predicting that this may be one of the final nails in the coffin of coal – hardly.

This move by China was not entirely unexpected, as it seeks to improve its failing coal industry, and may even work to Australia’s advantage.

Currently more than two thirds of Chinese coal mining companies are operating at a loss, according to China’s own Coal Industry Association, with its chair Wang Xianzheng stating that this is only likely to increase.

On top of that around half are even struggling to pay their own workers.

Their industry is much worse shape than ours and in the midst of massive crackdown of domestic quality, banning coal with a net calorific value of 4540 kilocalories per kilogram or less, as well as putting plans in place to shut down 2000 coal mines by 2015.

This leaves a massive gap in China’s market.

And even with the proposals to dramatically slash coal consumption nationally China still needs energy and much of this energy will be produced by coal fired power station as demand, and industry, continues to grow.

According to the International Energy Agency coal will continue to dominate China’s energy mix to 2035 and the growth in coal demand in China through to 2020 actually exceeds the growth in the rest of the world combined.

Put simply: There’s still going to be a market for Australian coal.

So where does the newly signalled ban, which will limit the use of imported coal with more than 40 per cent ash and three per cent sulphur, leave Australian miners?

Not as in the lurch as many in the media are suggesting.

In fact it may even work to Australia’s favour as lower quality export hubs such as Indonesia are hit harder by the quality threshold levels.

"Australia is in the fortunate position of exporting higher calorific, low to medium ash, low sulphur content coal. Our coal burns cleaner and that means less pollution and higher energy efficiency," NSW legislative member Scot MacDonald said.

Australian thermal coal exports are of extremely high quality, with NSW and Queensland black thermal coal exports generally reporting an energy content above 5500 Kcal/kg, which compares favourably to Indonesian coal which has an estimated range of between 4200 and 5200.

Basically, this is high quality coal, which according to Platts is actually some of the highest quality coal found anywhere in the world.

The Minerals Council of Australia’s head of coal Greg Evans summed it by saying: “There is nothing in the information [released by the Chinese Government] which suggests that Australia coal exporters will be disadvantaged and we are confident that we can meet the proposed specifications.”

The new regulations will mainly hit much lower quality brown coal, which in Australia is only mined in Victoria and only used for domestic power generation, and as such is a non-issue.

“To the extent that it impacts imports of black coal destined for northern cities this relates to small scale coal use, not large scale power plants or other industrial users,” Evans explained.

A source close to the situation told Australian Mining that power utilities themselves may even be excluded from these import standards as they contain emissions reduction technology, which negates, to a degree, the issue.

As the Newcastle Herald’s main industrial journalist Ian Kirkwood himself says, this new higher quality threshold may even play to Australia’s advantage as poorer quality coals are edged out of the market.

But, it all comes down to the ash levels, which is interesting – why is the focus on the ash level and not the coal’s energy content?

Even with this focus on ash and sulphur content alone Australia still edges through with fairly low ash levels, which coupled with efficient coal washing technology and the blending of poor quality coal with higher quality output, gets many miners over the line.

Virtually all of their coal.

Speaking to the major thermal coal miners in the Hunter and Illawarra they generally seemed unworried by the new changes, and even support China’s push to become somewhat cleaner.

BHP’s head of coal Dean Dalla Valle stated that “we support efforts to improve environmental standards. We expect to be capable of meeting the proposed NDRC regulations, which stipulate a range of quality limits for both domestic and imported coal, should they be finalised and implemented, and do not anticipate a material impact to our business.”

This doesn’t sound like the words of a company too worried about the new regulations.

And with a number of months still to go before these regulations are enforced this will give miners plenty of time to adapt…if need be.

These thermal coals contain low levels of sulphur and moisture.

They also have low levels of arsenic (Ar), boron (B), mercury (Hg), selenium (Se) and other trace elements when compared with other internationally traded coals (Figure 2).

These high quality coals produce fewer emissions per unit of electricity produced and command a higher price in export markets.

A Shanghai coal-fired power plant is being championed as a model for the rest of China to emulate, as a result of the efficiencies created through its design.

New Scientist reports that a Chinese engineer has re-engineered the Shanghai-Waigaoqiao No. 3 Power Plant to make it one of the world’s most efficient – and a potential model for the country’s coal-burning future.

While the Beijing government is working hard to incorporate more renewables into the energy mix, China still has a large dependency on coal, as oil and gas reserves are limited.

Feng Weizhong, general manager of the state-run plant, has overseen the introduction of technology which have enabled the plant to mill coal, generate electricity and remove sulphur compounds from its gas stream more efficiently.

Feng’s supporters say that he achieved his efficiency gains in Shanghai by designing site-specific, cost-effective solutions for each component of the plant.

The plant burns 276 grams of coal per kilowatt-hour, compared with China’s national average of 315 grams per kilowatt-hour

The plant supplies about 8 per cent of the megacity’s power and is in one of the country’s largest power-generating complexes.

Mao Jianxiong, an energy expert at Beijing’s Tsinghua University who has consulted at the plant told New Scientist that Feng is currently working on a plant prototype that promises even greater gains.

Feng is designing a plant that he says will have as its signature feature a system that more efficiently transfers steam between the boiler and turbine and reduces the need for expensive steel piping.

Mao says the new plant, in the eastern province of Anhui, will burn 251 grams per kilowatt-hour. If all China’s coal-fired plants were that efficient, the country would reduce its annual carbon dioxide emissions by some 7 per cent, he says.

The coal lobby, including the World Coal Association, has consistently warned that coal will continue to dominate the energy mix in much of the developed world and called for investment in clean coal technology as a means of reducing the emissions that are inevitable in that scenario.

An uneconomic mine like Adani is not a solution. At best, Adani would make a mess, disprupt acquifers then piss off leaving tax payers a huge mess to clean up.

You are so emotionally tied up in the Adani mine when it was apparent years ago as financiers and customers dropped off that it would not go ahead. To blame Labor is puerile!

Have your grumble if you must. I suggest a Snowy Mts type scheme on Qld rivers, like the mighty Burdekin, would be a permanent job and income producing asset.

You could agitate for a company to be formed to roll out FTTH on a voluntary take up basis (a la Chorus in NZ) which would do much more for permanent job creation than a stupid coal mine with hardly any customers.

Queensland Premier Annastacia Palaszczuk is under huge pressure to placate both her Labor factional rivals and mining giant Adani over the stalled Carmichael mega mine.

A proposed deal to give Adani a “royalties holiday” has exploded in her lap with the party’s Left opposing it and the Indian company putting the project on ice.

Amid opposition taunts that the government was in the middle of a “civil war”, Ms Palaszczuk was forced on Tuesday to dodge questions over her leadership in state parliament.

It’s understood she struck the deal at a meeting with Gautam Adani in India in March, which would have seen the company pay as little as $2 million in royalties annually in the first seven years of the mine’s operation.

It would cost Queensland taxpayers up to $320 million.

The deal was not vetted by cabinet, which revolted when it found out, with the powerful Left led by Deputy Premier Jackie Trad, calling for the deal to be reworked as it contravened a pre-election promise.

Cabinet’s delay in making a decision on the proposal on Monday afternoon was slammed by the federal government, the LNP state opposition, regional mayors and Adani itself.

Question time on Tuesday morning was dominated by the issue with Opposition Leader Tim Nicholls taking repeated pot-shots and stressing the episode had called the premier’s leadership into question.

“Isn’t this a divided cabinet and the fact that thousands of jobs lie in the balance, a failure of leadership?” Mr Nicholls asked the premier.

“Yesterday was a test of the premier leadership and she failed.”

Ms Trad maintained her position while also supporting the premier, repeating that she was a member of the “Palaszczuk Labor government”.

“The premier has been strong and clear – this will go through a cabinet process and there will be a framework going forward,” she said.

Ms Trad and the Left have argued a royalties holiday contravenes the party’s pre-election promise not to provide taxpayer subsidies for Adani.

Fellow Left member, Energy Minister Mark Bailey, refused to declare his support for the mine saying he was “very committed to us keeping all of our election commitments”.

Another, Shannon Fentiman, gave qualified backing, hoping it would deliver the 10,000 jobs promised “as long as it meets all its environmental standards”.

Adani, incensed at cabinet’s delay of the royalties submission, has deferred Monday’s board meeting set down to make their final investment decision.
A spokesman told AAP they were willing to wait but not indefinitely.

Federal Resources Minister Matt Canavan says the state government’s indecision is risking thousands of jobs, calling it “a remarkable and embarrassing situation” that no tax regime was in place.

Townsville Mayor Jenny Hill says if the Adani project doesn’t go ahead, it will set the state back 50 years.

The brawl over the Adani royalties deal exposes the real-world consequences of the deep factional and personal divisions in the Palaszczuk government.

Ever since stumbling into power, the government has been riven by discord, distrust and a tug-of-war between governing and activism.

The 11th-hour challenge to the royalties deal from left cabinet ministers, led by Deputy Premier Jackie Trad, now threatens a project that promises thousands of new jobs.

Trad, Energy Minister Mark Bailey and others argue it is about keeping an election promise of no taxpayer subsidies for the mine — even though Trad signed off on Treasury exploring the royalties deal in mid-2015. The truth is this is about green politics, and whether Trad and her fellow left MPs want to be associated with being in power when Australia’s newest and biggest coalmine got the go-ahead.

It is a legitimate policy question — given climate change and the widening call for action, but it is a debate that should have been settled when then premier Anna Bligh, advised by Trad, welcomed Adani some seven years ago to open-up the Galilee coal province.

After the Greens last year won their first council ward in Brisbane — in the middle of Trad’s inner-city electorate — Labor MPs are on edge.

Now, it seems, they are willing to damage Queensland’s reputation with overseas investors such as Adani — at the center of India’s economic boom — to appeal for urban green preferences, which are likely to flow Labor’s way regardless. It is a big risk.

More than a handful of marginal Labor seats are in central and north Queensland.

The region has been ravaged by the resources downturn, with tens of thousands of jobs lost and unemployment high, especially among the youth.

The Carmichael mine is the biggest project on the horizon, and regional economic boost is undeniable.

If Labor loses those regional seats, it makes it almost impossible to be re-elected.

It is tipping point for Queensland Labor, with the question now as to whether it wants to be a progressive party — probably out of office — or a worker’s party in government.

I wonder sometimes whether international investors experience the same rubbish in other democracies (not including dictatorships where often pay-offs are the MO) as they seem to have with Australian governments and the lobbyists opposing their plans. Is this a peculiar Australian disease? It seems that a small band of well organised and funded lobbyists - often not elected to be the spoke-persons for the rest of us - can bring about the failure of the projects to gain approvals to proceed, even when our stringent environmental and Due Diligence requirements are satisfied. Just why do we bother to have such standards when these people seem to have the influence to deny opportunities for this country to grow our wealth and provide employment to many crying out for work. The goal of lobbyists cannot the be-all and should be required to show who are the beneficiaries of their activism. I suspect if you follow the money trail, you will find the Svengali's in the background who are pulling the strings.

I have recently spoken at length with people who know Adani, and their description of the man and his organisation is totally counter to what is being reported in the media and promoted by many who are nothing more than 'talking heads'. These people had no barrel to push about Adani, so who is one to believe - the people who know him personally, or those who have an agenda to discredit what he trying to achieve?

On my board I recorded the history of the Carmichael mine as potential customers left one after the other, as various banks/financiers pulled out of providing finance. The Qld Labor govt gave concession after concession the latest of which was the GIFT of unlimited water out of the GAB and STILL the bloody mine is not viable!

Meantime, 2/3 or so of the GBR has been killed by AGW warming the waters the GBR is in beyond the ability of the coral to bear, killing a large part of GBR tourism.

Renewable energy is not going to be enough to meet India's energy needs and they were going to build high efficiency coal power stations as is much of Asia, but thanks to QLD labor that does not look like happening.

We have and anti-business, anti- jobs government why would you think anyone would continue to try and do business here.
