FrontPage Mag (Ed:David Horowitz) proposes a more to the point vetting program for Muslims.

They point out the uselessness of the vetting at the time of 9/11:

"The Nonimmigrant Visa application form filled out by the 9/11 hijackers asked, “Are you a member or representative of a terrorist organization?”

They checked the box that said, ‘No’ and they were in."

They suggest something like this:

"It all comes down to three simple questions.
1. Have you ever had any associations with the Muslim Brotherhood or any of its front groups?
2. Will you commit to avoiding associations with Brotherhood mosques and other entities in this country? Are you aware that you may be deported if you do not?
3. Do you disavow the following verses [presumably listed] of the Koran calling for violence against non-Muslims?"

I personally don't see how any vetting can be effective. How can you get over the subsequent radicalisation of people once they join a particular mosque or in the second generation etc.

Even if most eventual terrorists aren't terrorists or even radicalised when they immigrate, I'm just not seeing them having any sort of internal moral conflict in breaking their original vow when they do become terrorists.
