I wouldn't be giving a de facto pardon for the Clintons but that is probably what Trump is doing by saying he won't be appointing a Special Prosecutor into her actions as Sec of State, like security breaches.
This doesn't preclude the Congress pursuing it or indeed other agencies looking at the Foundation, but the President-elect's intentions are pretty clear and will likely not be bucked. |

Let's get real for a moment. The reason Trump will not pursue legal action against Clinton, as promised in his election speeches, is because that is exactly what it was; an election speech. Politicians lie during their campaign to win votes; Trump did it better than the others. But he knew very well that HC was not going to jail. Once you get to that level of society, there is very little, short of murder or embezzlement, that doesn't get swept under the rug. That's what lawyers are for.

Trump knows it would lead to a huge waste of taxpayer money and after the Benghazi fiasco, Trump needs to hand onto as many GOP "friends" as he can muster. Plus, Trump is seeking to curry favor with the left and their fascistic ideas for gutting what's left of America declaring their willingness to support him on issues where their policies overlap with his.
