I can see a close similarity to this extent.  Armstrong had a terrific record in the Tour de France over a considerable period of time and in that time spoke loud and long about drug cheats in his sport,  declared himself vehemently drug free, and the rest is history.  He was a fraud, notwithstanding an amazing record, constant criticism of drug taking and persistent denials of drug taking.

It was after his career ended that he was caught.

Phelps is just as unique.  For 16 years, he has beaten off whoever came along in that time, and even at age 31, performs better than his much younger competitors.

Absolutely amazing and never has happened before in swimming.

Not quite the same.  These are his third Olympics over eight years, the first was 2012.  These are his last.

I have no idea how you could compare Phelps to Armstrong.
