If I receive a PM which is threatening in nature, and particularly tells me that a Member here will contact my family, or a member of my family, should I have the automatic right to post it in public?

i don't see the need to keep PMs private if one of the parties doesn't want to anyway. This isn't primary school where kids are sworn to secrecy as part of their childish games.

If someone wants to play the hero with PM's,the person receiving it should be free to put it up.

If you don't like it don't PM

I agree in a general sense.  But, I reckon the current Rule ought allow for an exception if the PM is of a threatening nature, and especially if there is a threat that a Member's family was going to be contacted.  That is way out of bounds, and the recipient ought to be totally free to make that PM very public.  Why should the real bully stalkers be allowed to get away with it and not be exposed concerning what they get up to via PM.
