The answer is actually 'no'.

They cannot legally enter into a contract, much like a minor......unless they are of course influenced by the leftist collective....which is quite common ...as evidenced here... :D

Anyone over the age of eighteen that is on an electoral role can vote.
Many people with disabilities are capable of lodging a vote. I would be much more concerned about the old Alzheimers brigade rolling in that do totally rely on the advice of those that take them to vote.
