"You must have at least 8.87 GB + what is currently being used of free space (more if you have a larger installation) on the hard drive/partition Windows 7 is installed on to do a repair install"

link

Question: Are they saying I CAN'T do a repair if my RAM is less that around 9GB?

They're talking about space on your hard drive - not RAM.

"on the hard drive/partition Windows 7 is installed on"

Greg is correct.

Nothing to do with RAM, but the free space on your C drive.

A repair install needs at least the 8'87gb for temporary expanded/unpacked files.

SO... if you have more free space than that, you're good to go.

Ah. That's good news.

I've got 195GB free of 297GB, and so a repair/install will certainly have enough space for it to work on.
