That's well within the margin of error, it's a bit fantastic to be saying it means anything.

He is doing poorly though - mostly because he does not seem to have anything to offer, he was put in place due to internal party politics, not because he was the best leader.

I believe the OP was an oblique reference to Shorten's new mantra of 15% GST.

We may never find out what the interview was really about.
