Buy some cheap disposable nappies (medium to small size) from aldi and place 2 or 3 in the base of a hanging basket.   Make sure they are opened out and cover with potting mixing.  Plant your plants as usual, mixing dynamic lifter or similar as you go.  Water in well.  The nappies will absorb water and nutrients and keep the soil under the plant moist (but not soaking)   Also retains nutrients rather than them washing out the bottom of the basket.   Replace every couple of years or so

It would work for weed I am sure.    Plants under all those hot lights need to balance moisture content - so I highly recommend this hint.   After the weed has grown, you can use the remaining nappy material to roll a spliff.   Go fully Green young lassie!
