I assume this prevents Family A (which owns a child care centre) having their kids looked after by Family B in their child care centre, on the basis of Family A looking after those of Family B and then each centre makes subsidy claim against Government.  I'm quite amazed at the dollars involved, but am uncertain as to whether it was a rort in the first place.

Government is saying to both Familys....look after your own kids at your expense in your child care centre.

I can see the Governments point though it is a form of double dipping.

Child Swapping is a funny term not sure what it means, I thought this was about facility owners putting their kids in their facility and getting the rebate as well

Does it actually say it precludes them from putting their kids in another child care facility not owned by themselves and receiving the rebate Aussie?

Not sure how this is any different than politicians e.g. Hockey renting his own family's (his wife) house in canberra and claiming entitlements.

I don't know as the details are sketchy given the content of the Article.  The expression 'child swapping' is used as though we all would intuitively know what that actually means.   I am making assumptions as I said in the OP.

That was an analogy which sprang to my mind as well.
