Level2.........I saw someone in a headscarf
Level3.........They're building a new mosque
Level4.........Someone said Allah Akbar
Level5.........They're coming for us

A group of people with bombs get arrested planning to bomb an army barracks.

or

Man arrested while planning a suicide bomb

or

man takes hostages in the lindt cafe
