sounds like a truthful and far more realistic promise given that some people (eg a lot of aboriginals) simply refuse to be dragged forward.  I like it.  Rather than overly-optimistic slogans, it is in fact a realistic approach and promise.  After all, in life the truth is that you cannot guarantee success. YOu can only promise to do your best.  It is certainly better than being promised 100% that we will have a surplus that was never ever going to be possible.
