Answer:  to prosecute the  big guys might start another big bank collapse &
many lost jobs including those in unrelated banks.

Still all those due diligence - lower level workers - should go down too.
They approved ridiculous loans but the FBI can't get a trail
going right back to the Wall street bosses.
(although the press journalists managed easily )

The big bankers were insuring their bad loans by selling fraudulent shorted options.
Financial derivatives to cover any loss.
Suckers bought those too.
