Good question.
Apparently it's the Department of Immigration that actually does all the checking on these peoples claims, and then passes the info onto ASIO who give it a tick in the box if the Department have found no issues.
And it appears the Department of Immigration methodology in conducting checks of these foreigners isn't up to scratch at all.
Who else have these Keystone Kops let in the country?

yeah, I don't know about you, but I think being a trolley boy is not a crime, unlike say, being a people smuggler.

Its in most of the news ATM that the police had to let him go from lack of evidence. What they arent mentioning is WHY there is a lack of evidence is 4 corners stuffed up their investigation. ALLEGED people-smuggler "Captain Emad" fled Australia after he was accused by ABC's Four Corners of being a kingpin of the illegal trade.

Australian Federal Police chief commissioner Tony Negus said the departure of Ali al-Abassi from Melbourne Airport on Tuesday night triggered a long-standing movement alert, but police were unable to detain him or prevent him leaving the country.

“At that time there was an operational decision made by investigators that he could not be detained as the officers had no lawful basis to prevent him from departing Australia," he told reporters.

Mr Negus said police believed they knew where the Iraqi was.

He said police had been aware of the alleged people-smuggler known as Captain Emad for some time and were investigating his activities.

“The people identified by the ABC program are all subject to ongoing investigation by the AFP,” he said


But he said the case was not yet at the point where charges could be laid.

Asked if "Captain Emad" could be returned to Australia, Mr Negus said that depended on whether there was sufficient evidence to extradite him.

Monday's Four Corners said senior-people smugglers and their families were among thousands of asylum-seekers who had arrived by boat in order to continue their lucrative trade from Australia.

Mr Al-Abassi, tracked down by the ABC in Canberra, where he was working as a shopping trolley collector, had allegedly passed himself off as a refugee to immigration authorities.

In Australia, he had joined his wife and children, who had arrived by boat in 2009, the ABC reported.

Mr Negus said police had long been aware of the allegations aired on Four Corners.

“I can confirm today that the activities of the people identified in the Four Corners report were known to police prior to the program and had been the subject of an active investigation for around two years,” he said.

“It involves a number of suspects, many of whom are known under multiple identities,” he said.

“The AFP has dedicated a range of resources to this investigation, including the execution of a single search warrant late last year,” he said.

Mr Negus said the search warrant had been executed at a Canberra property, but he would not say whether it was carried out at the premises of Mr Al-Abassi.

The AFP chief said the decision to allow “Captain Emad” to leave the country was made after investigators had analysed the information revealed on the ABC program

This government is incompetent in the extreme. Why didn't they have an order at all ports of entry/exit for the AFP to detain him? Maybe we should let investigative journalists run the country - they seem to know more than this incompetent Labor government.

Yes the police commissioner said that. He also said they had been watching the guy for a couple years and were gathering information on him. Of course they arent going o release their information or plans to the public are they. They are police. So basically calling attention to the guy by 4 corners made the guy run. the police commissioner interviewed yesterday said that he didnt know what they were going to show beforehand. He said that they gave the media some information (was it 2 years ago?) a while back anyway. He said that the media had resources that the police do not in investigating these things. He said that what 4 corners showed was just more "allegations" not evidence.

How exactly does it go to the government?

THE state government is ignoring the western suburbs while constantly pandering to voters in the east, according to Opposition Leader Daniel Andrews.
In an interview with the Weekly, Mr Andrews delivered a scathing attack on the government's response to western suburbs issues like health, infrastructure and the protection and creation of jobs.

"This government's done nothing for the western suburbs of Melbourne and I don't think any western suburbs family is holding its breath waiting for Ted Baillieu to firstly discover the west, let alone start supporting it."

Mr Andrews said the government had no plan for dealing with the loss of 350 jobs at Toyota's Altona plant and other jobs under threat throughout the manufacturing sector.

Victoria lost 15,000 full-time jobs last month, while in the rest of Australia 27,000 had been created.

The opposition is demanding a jobs plan to tackle the steep slide. "I've been at Mr Baillieu to deliver a jobs plan for 14 months," Mr Andrews said. "He's overseas next week. The trouble is, thousands of Victorian jobs are off overseas with him"

"Yes, there are international issues, but rather than an excuse for inaction they should be a call to action."

Responding to reports that large numbers of nurses and midwives at Sunshine and Western hospitals are on the verge of resigning, Mr Andrews said Labor was committed to retaining nurse-to-patient ratios.

"Nurses will fight long and hard - not for more pay; this is on behalf of patients. They are fighting for quality care and health outcomes, but Mr Baillieu is hellbent on destroying the ratios," he said.
