Sigh. It's sad that some people still don't understand the potential of the internet.
If home users don't supply content then why are so many people buying 12+ megapixel cameras and HD video cameras for? So they can use them as door stops?
Home users generate an enormous amount of personal content and want to share it with friends and family across the world without having to butcher it to youtube quality so others can see it or wait 1 or 2 days to upload content in it's original quality. Why take your entire media library with you when visiting family when you can remotely view and watch any of the content you have stored on your home PC or media server. Plus why wait months or years to see family living far away when you can have a high def video link between living rooms (or any room) at any time saving you the cost of travel time and expense.

Home users don't want to pay extra for a business grade SLA, but they will appreciate high uplink speeds when they discover how useful it is. A home user will ultimately see greater benefit from a 25/25 plan over a massively asymmetric 100/5 plan.

Finally someone who really understands what its all about.

What about:
HD video conferencing – needs at least 1.5Mbps per stream
Skype is starting to test a multi stream service as well.

Online backups – There's no point in backing up to a NAS or portable HDD if you house gets burnt down or the backup device gets stolen as well. People can either backup to a service or to a NAS at a friends/family members house.

Security Cameras – viewing your home or ideally streaming the feed from several cameras to an off site storage location. This can really take some bandwidth.

Streaming media to a remote device – watch live tv or something from your existing media storage on your smartphone or notebook while away from home.

P2P – there are many legitimate reasons for sharing things on p2p networks. There are many small open source or community projects out there that are too big to host, but still need to be distributed.

Telecommuting/Cloud computing – increasingly more content we use will be stored somewhere else either accessed via a VPN or on a cloud based service like Google Apps. This all needs good upload speeds (read the faster the better and 50Mbps+ really would help) to work well, even if the volume put through is not large, it is the response time that is important.

What I have listed above are not business applications. Sure you may not use these things at the moment, but they will become increasing more popular over the next few years.

I don't know what you consider to be HD, but a 1920x1080i/p stream at 25fps even using H.264 should be at least ~8 Mbps unless you want to start sacrificing quality.
That would provide a 'video wall' type of experience with sufficient quality to make it look like two rooms are connected to each other through the screen regardless of how far apart they are physically.
Of course by the time the NBN is finished we'll be expecting 4K resolutions and above for our 100"+ video screens.

Because if every household in Australia's average theoretical upload speed increases from 1Mbit (ADSL2+ max) to 20 or 50Mbit, we're going to be rather attractive to leechers/downloaders...

If we make the roads wider more people will be able to transport stolen goods on them, so we shouldnt do it [/comparison]

There is legitimate benefits as everyone has already mentioned, it is atrocious some ISP's think a 100:1 down/up ratio is adequate, infact, can 1MB upload even handle the overheads to download at 100M? i don't think it can.. I upload at near 1MB downloading at 10MB via Bittorrent without actually uploading, if you get what i mean.

This sort of mindset has got us stuck in the situation where 99% of our data comes from overseas.

It is cheaper to host a website in pretty much other country than Australia, Regardless if 99.99% of the content is hosted locally or not, People should be encouraged to download from local sources.

Akamai for example, alot of Australian ISP's have Akamai clusters that mirror Download.microsoft and other websites, but Amnet are the only ones that offer a actual incentive to download from it (peering quota)

Why should i waste time finding a link to a locally hosted file, when i can find a US link in three seconds and blast 20 segments with a download manager.

My solution, as mentioned many times, is to offer 20M/20M 50M/50M or 100M/100M unmetred local and peering content, with say 20M/2M 50M/5M 100M/10M international speed and quota tiers.

Incentive to download from local content: Check
Actually making use of what Fiber can do: Check
Bringing us in line with other countries: Check
Ability to send emails and home videos fast: Check
Cutting down on the transit bandwidth every ISP cries about: Check

Tada, People will start setting up websites hosted on home PC's for businesses, people will torrent from each other as opposed to overseas.

I just can't get over the fact some ISP's count download and upload traffic into the quota and even with that limit it to 100:1 ratio, despite the fact pretty much EVERY ISP has 'spare' upload bandwidth compared to download bandwidth.

source: same site as in OP,
I haven't read it all yet but it sounds like these 'overheads' are (well, I'm guessing!) the connectionless protocols that do the error correcting of packets to ensure they reach their intended destination.

Anyway... we'll soon see!!

So, as we expected, we are spending a sh*t load of our money so people can share multimedia. Who gives a toss. Let them use software to break it down to its lowest denominator and still be viewable.

The money being used for the NBN can be better spent than for me to be able to share semi HD content.
