As per my highlighted point below - Labor has been soft with dole bludgers.

Any self respecting Australians hitting troubled times should be looking for a HAND-UP. Whereas Labor wants to give people HAND-OUTS

CANBERRA has been warned that Centrelink is not penalising Aboriginal people in bush areas on the dole who avoid mutual obligations.

The warning is in addition to rule changes leading to reduced attendance and poor attitudes to work obligations.

In a submission to the government ahead of its redesign of the $2.1 billion system, to be completed by next month's budget, ITEC Employment and its related entity, Community Enterprises Australia, which make up northern Australia's main providers of job services, argue the pendulum has swung too far in favour of the jobseeker, with Centrelink in most cases refusing to withhold payments for serious breaches.

The submission says the overall impact has led to reduced attendance rates and a widespread "unwork-like" attitude towards obligations negotiated in the Employment Pathway Plans.

They warn that if these things are unaddressed, the Gillard government will be repeating the mistakes of its "passive welfare past".

"No one wants to return to the days when remote area exemptions were all too common and the 'no work, no pay' principles of CDEP were not upheld.
