Former NSW Premier Bob Carr has suggested Prime Minister Julia Gillard recruit Malcolm Turnbull as a key Cabinet minister in a future minority Labor government.

As the nation enters its third week of waiting for an outcome to the August 21 poll, Mr Carr - NSW's longest serving premier - today posed a number of solutions to end the deadlock, including bringing Mr Turnbull, a former Coalition leader, on to the Labor front bench.

In his blog, Thoughtlines, Mr Carr said Ms Gillard should also consider appointing as a minister for regional development either Tony Windsor or Rob Oakeshott, two of three independents whose vote is crucial to forming government.

"Here's a solution," Mr Carr started. "Make Oakeshott or Windsor Minister for Regional Development and recruit a Coalition MP as Speaker.

"Offer Malcolm Turnbull a post in cabinet.

"After all, he's roiling with ambition and (Opposition Leader Tony) Abbott's grip on the leadership is now firm. Why not round out a political career with three years in a Gillard cabinet?"

Mr Carr's former chief of staff, Bruce Hawker - now a Labor consultant with the firm Hawker Britten - is a relation of Mr Windsor and has been assisting all of the independents, including Mr Katter, in reaching a decision.

In the days after the election, when it became clear a hung parliament was likely, Mr Oakeshott spoke optimistically about a rainbow parliament - where members from either side of politics would serve as ministers in a unity administration.

Last week, it emerged Labor had also approached a number of Liberal MPs, including Peter Slipper, to consider a position as speaker in the House of Representatives.

Hmmnnn...interesting...especially since: -

The Independents have already proposed that the LibLabs consider that the Speaker should be from the Govt and the Deputy Speaker drawn form the Opposition...

Oh, and Kevin Rudd has been in talks with the Independents too...

I dont think it would be right for a member who has been voted in, to change sides after an election is a dog act.

If you had no intention of representing a side, you should have switched or ran as an independent and let the people at the ballot either back you or not.

Considering how much extra the pay is for being a minister, Im sure they will be expecting something for their dollar.

How happy would a fellow Labor person be knowing that a position one of them wanted is occupied by someone who doesnt even support the team?

He was shafted as leader - in what I regard as an even more despicable way than Rudd was - and continues to be shunned by right whingers...

As I've suggested previously, his decision to re-contest Wentworth (after signalling his retirement) may have been made on the basis of some sort of pact with other moderate Libs - including Hockey...

I doubt that any of them really expected Abbott to come close to winning the 2010 election - and that those moderates intended to either stage another leadership spill and/or break away from the religious righteous nutjobs altogether...

That opportunity may come sooner rather than later...

Meantime, I could see old friends Rudd and Hockey as making an 'interesting' team as Speaker and Deputy Speaker or vice versa...

I'm glad there is a question mark - For anyone living in the State of NSW and experiencing the fallout from Carr's " vision " as Premier, the answer is most definitely NOT.

Rudd was knifed after being publically backed by Gillard and Swan, and for what, "we lost our way". What a joke.

It was Andrew Robb and Wilson Tuckey who shafted Malcolm Turnbull over policy.
Tony Abbott was just the patsy recruited to their far right cause because Robb and Tuckey are expert and longtime backstabbers but to gutless to stand as leaders themselves..of course its to late for Tuckey :)

Ps..this was Cars subtle way of saying noone in the current ALP is up for the job, without the assistance from the coalition. Sarcasm intended.

... But I guess you already knew this, yes?

He's been subtly niggling away at her for weeks now, as have a few other disgruntled ALP ex-MP's. Cant blame them really.... she's just that kinda gal you want to wine, dine then stuff into a suitcase and throw into the river.
