What guidance does Islamic doctrine give people in setting priorities. For example, is it more important to protest impotently against someone in Europe blaspheming the prophet, or to stamp out sectarian violence in your neighbourhood? Is it more important to help establish a functioning government to fill a power vaccuum, or to fight against a foreign military presence? If Islam gives no guidance on what is more important, what is it that makes Muslims in the middle east set the priorities they do? Why do they seem to make such odd choices?

Anything associated with the destruction of the Dar al Harb is of pivotal importance, but that is a function for the whole community of Islam - whereas the Five Pillars of Islam are more individual obligations.

So, wherever the Dar Al Harb gets a bit uppity, smash them destroy them.

Apostasy is a good reason to kill people, so that's important. 'Whoever changes his religion - kill him.'

Also, insulting the prophet is important, 'Whoever insults the prophet - kill him.'

Islam is a bit like veterinary medicine for the treatment of horses - the usual answer for any problem is - death.

In terms of a hierarchy, its a bit of an academic question like saying 'If the Police got two radio calls at the same time, and both were burglaries, which would they go to!' - only mental gymnastics for drunks in bars, not real scholarship.
