Or even neighbouring countries, or the Europeans. The neighbouring countries would have the greatest incentive to help out. It's just that they lack a mandate I suppose. It is probably an issue with international law.

Neighbouring countries and the Europeans are not going to shoot own pirates.
Note also how Shebab's assertion about not stealing from muslem countries doesn't stop Saudis and Yemen stealing from Somali. |
